Neighborhood Electric Vehicles:

NEV's are legal for driving on all roads in San Juan County.  In March 2010, Governor Gregoire signed SSB 6346 into law which permits NEVs to travel on roads with speed limits of 45 mph or less.

Back in 2003, the Legislative Session saw the passage of ESB 5450. allowing Neighborhood Electric Vehicles (NEV's) to be licensed for operation on certain public roads in the State of Washington. Effective August 1, 2003, Department of Licensing began titling and licensing these vehicles.

Defined as a motor vehicle, NEV's are licensed like regular passenger vehicles, and issued standard passenger license plates to be displayed on the front and back of the vehicle. Fees, including any local fees and taxes, apply to NEV's just as they do to other passenger vehicles.

Stability to the County Planning Department

Bob continues his strong interest in having stability in the County's Community Development and Planning Department.  In early 2010, experienced Rene Beliveaux assumed responsibility in the Department for the building and land use divisions.  As the economy improves, Bob will work to make sure that county budgets include sufficient funds for hiring additional personnel in the permitting and long-range planning offices to bring the planning function back to the level required for careful county planning.

The County Home Rule Charter

In November, 2011, the voters of San Juan County will elect a Charter Review Committee.  (To view a copy of the 17-page new Charter with Amendment, visit the county website: www.sanjuanco.com ). The Home Rule Charter that went into effect January 9, 2006, specifically provides for this review to determine the effectiveness as the county’s “constitution” and what changes may be proposed to bring to the voters in 2012.  If re-elected to the Council, I plan to work with the Charter Review Committee to recommend any necessary changes in charter government and continue to strive for excellence in serving the citizens of San Juan County. Opinion: What the County Council wants from the County Administrator

Speaking as an individual Council Member, I believe that the County Council has worked diligently in our transition to new Charter government.
